The project plan emphasizes in-depth exploration of the tourism resources and locational advantages of Taining and its surrounding areas, aiming to maximize comprehensive value and achieve sustainable development. It aims to develop Taining Mingqing Garden as a new platform for urbanization in the region, creating a pleasant environment for offices, businesses, residences, commerce, and leisure, and improving public service facilities, transportation, municipal infrastructure, and other essential services. The plan deepens research into regional development themes, selecting appropriate urbanization themes to build Mingqing Garden into a comprehensive community that fulfills the functions of a cultural industry park, leads a new urban lifestyle, possesses excellent natural environmental quality, demonstrates forward-looking smart development capabilities, and features local cultural characteristics. Ultimately, it aims to achieve cultural industry innovation and tourism industry upgrading in Taining's urbanization, forming a model project for smart urbanization in China. The plan introduces reasonable development models around this urbanization theme, exploring feasible development models while implementing Taining's strategic positioning for Mingqing Garden, achieving a balance between long-term goals and short-term benefits. Taining Mingqing Garden will be built into a smart demonstration town integrating multiple functions such as a cultural and creative base, innovative industries, tourism and commerce, leisure and vacation, smart park, and ecological livability.
Project Objectives:
[1] Innovative Cultural Industry Park
Taking the development of Mingqing Garden Phase I as an opportunity, through effective cultural industry development strategies, promote the upgrading and transformation of the core urban functions of the surrounding areas of Taining, so that Mingqing Garden can be developed into an innovative cultural industry park, further strengthening the balance of the cultural industry structure and the formation of the industrial chain in Taining County;
[2] Regional Tourism and Convention Consumption Destination
Combining the natural, transportation, cultural, economic and social advantages of the project location, reflect the functions and roles of the top ten cultural industry projects in Fujian Province,
Study the economic gap in the new area under the spatial and temporal distance after the opening of the high-speed rail, consider the direction of urbanization development in Taining, and develop Mingqing Garden into a regional consumption destination along the high-speed rail city chain of Nanchang, Fuzhou, Putian and Xiamen, thereby becoming a sustainable driving force for promoting the urbanization development of Taining County;

The development of smart cities has pointed the way for the development of smart urbanization. As a new goal for urban development in China, smart cities will inevitably drive the rise of related emerging industries.
